Q: We use a glycol
water mix circulated in our under floor system to keep the ground from freezing
below the building. The glycol/water mix picks up heat through a heat exchanger
with our ammonia system. This is a fairly typical arrangement for freezers.
Apparently, we have had a leak in our heat exchanger which has allowed ammonia
into the glycol/water mix. Based on a test kit from our water treatment chemical
supplier, we believe that the ammonia is about 30ppm in the glycol/water
solution. We are very concerned about this because this is a large facility with
a number of brass fittings in the under floor system which are not easily
accessible. Brass and ammonia are incompatible, and we do not want to take
chances that would have us rebuilding the under floor system. At the same time,
we do not know what we would do if we had to dispose of 4000 gallons (estimated)
of the contaminated glycol/water mix. Our refrigeration contractor says that the
incompatibility of ammonia with brass is due to ammonia’s high ph, and that what
we need to do is to leave the solution in the system but simply add something to
lower the ph. On the other hand, our water treatment supplier says that it is
more complicated than that. We are looking for advice regarding what can be
done, if anything, to make this glycol/water mix that is about 30ppm ammonia
safe for the brass fittings in the under floor heat system.
A: Ron Vallort, Ron Vallort & Associates: This is a situation
where an error could be catastrophic. The safest solution would be to evacuate
the under floor piping system, repair the leak in the heat exchanger, and
recharge the system with a fresh glycol solution. A quick response would
minimize the damage from interaction between the ammonia and the brass fittings. |

The Department of
Homeland Security (DHS) offers a free, voluntary program called the ICE Mutual
Agreement between Government and Employers (IMAGE) that can help employers deal
with immigration issues facing their workforce. The goal of the program is to
assist employers in developing a more secure and stable workforce and to enhance
fraudulent document awareness through education and training. Employers
participating in the IMAGE program receive education and training on proper
hiring procedures, fraudulent document detection, use of the E-Verify employment
eligibility verification program and anti-discrimination procedures. Upon
enrollment and implementation of suggested best practices, ICE will deem the
employment practices of participants in this national endeavor “IMAGE
Certified”. ICE believes that this “branding” will become an industry standard
as a way to insure companies are making every effort to comply with the law and
enhance national security.
The IMAGE program could be a useful tool for members of the cold chain to make
sure their workforce is properly credentialed and decrease the likelihood that a
company is in violation of immigration laws. And now could be a good time to
look into the program, as ICE on 19 November, announced 1000 new workplace
audits focused on companies associated with critical infrastructure. With ICE’s
heightened attention to audits, participation on the IMAGE program could help
companies to correct any problems before being audited.
Iowa Cold Storage has recently participated in the program and found it very
beneficial. Gary Jones, Managing Director of Iowa Cold Storage, stated, “We
recently learned that one of our former employees had been using fraudulent
immigration documents. This raised a question of how we could better ensure that
our workforce was legal and avoid potential problems with DHS Immigration and
Customs Enforcement. The IMAGE program has provided us with a strong mechanism
for assessing our policies and implementing best employment practices. We have
had a very positive experience with the program and I would encourage other IARW
members to look into the program and see if they could benefit.”

Statistics
suggest that the Chinese middle class will spend more than USD 650 billion on
food by 2017, and 75 percent of that will be in inland cities in China, rather
than the metropolises on the coast. Reaching these consumers will require an
effective nationwide distribution network, which currently does not exist. To

To the best of our ability,
the IARW Service Team has analyzed every warehouse legal liability coverage form
that is currently out there in the insurance market. In our professional
opinion, the IARW manuscript coverage form remains the best product for
exposures of a PRW. The limited coverage on debris removal, temperature abuse,
or ammonia which we find in other insurance company coverage forms could be a
