At midnight on Tuesday, September 30th, the federal government shut down after the Senate failed to pass a continuing resolution (CR) to extend funding. Votes continued on October 3rd, but also failed, leaving appropriated programs closed.

Programs funded through mandatory spending, like the farm bill, carryover authority, or user fees continue to operate. All other programs and staff are paused unless necessary to protect life, property, or public safety.

USDA Operations During the Shutdown: 

  • Foreign Agricultural Service (FAS): Overseas staff remain to address critical trade issues and food aid, while most other activities are paused.
  • Food Safety and Inspection Service (FSIS): Mandated inspections of meat, poultry, and egg products continue, though 533 employees have been furloughed and non-essential support work is halted. FSIS Lapse Plan
  • Animal and Plant Health Inspection Service (APHIS): Emergency animal and plant health programs like avian influenza response continue with reserve funds, but routine inspections, pest detection, and animal welfare enforcement are suspended.

At this stage, it is unclear how long the shutdown will last. The Senate remains divided, with Democrats insisting on healthcare tax extenders as part of any CR, while Republicans remain split over whether to include those provisions. Both sides continue to assign blame for the impasse.
