In July, the Federal Railroad Administration (FRA) published a notice of proposed rulemaking (NPRM) that would require establishing safe minimum requirements for the size of train crews, depending on the type of operation.  The proposed regulation would have a significant impact on short line railroads and has the potential to further disrupt supply chains.  GCCA is working with industry partners to communicate these concerns to the FRA.  In addition, GCCA recently sent a letter requesting that the comment period for the rulemaking be extended.  On September 22nd, FRA announced a 67-day extension to the original comment period.  FRA will also schedule a public hearing (within the extended comment period) in a forthcoming notification to provide interested persons an opportunity to comment on the proposal and to discuss further development of the regulation.  More information on the rulemaking can be found HERE.
