House Republicans have signaled their intention to move a supply chain package in May, according to Rep. Dusty Johnson (R-S.D.), a co-chair of the Congressional Supply Chain Caucus.  The legislation would build on the Ocean Shipping Reform Act, passed in 2022.

The legislation, H.R. 471, would streamline licensing for truck drivers and expand parking access. It also aims to entice new truckers through temporary tax credits and workforce grants. The bill is backed by groups including the Shippers Coalition, International Dairy Foods Association, National Milk Producers Federation, and Consumer Brands Association. The Truck Safety Coalition opposes the legislation due to provisions related to licensing and heavier trucks.

The legislative push joins other lawmaker efforts to refocus attention on supply chain issues this year. A bipartisan group of House lawmakers, including Johnson, recently relaunched the Supply Chain Caucus, and the House Transportation and Infrastructure Committee held a hearing on February 1st on supply chain issues.
