The GCCA Advocacy Fund enables the collective voice of the global cold chain, connecting our members and stakeholders with policymakers, influencing legislation and regulatory decisions that impact businesses, and elevating the importance of global cold infrastructure. 

Our 2026 Policy Framework reflects our shared vision of leadership and excellence in building a resilient, sustainable, and secure temperature-controlled supply chain. It is grounded in four guiding principles: focusing on cold chain-specific issues, setting outcome-driven priorities, relying on evidence-based advocacy, and ensuring global priorities are advanced with local action. These advocacy efforts are organized into three themes:

  • Resilient Infrastructure – advancing investment, safety, energy security, and preparedness to keep facilities and operations strong.
  • Safe and Secure Trade – ensuring smooth cross-border movement of goods, modern inspection processes, and recognition of the cold chain’s role in food and pharmaceutical safety.
  • Sustainable Supply Chains – championing policies that reduce food waste, track and report emissions, support energy efficiency, and enable realistic decarbonization.

FUND CONTRIBUTIONS HAVE HELPED TO...

… Ensure the bipartisan introduction of the FRIDGE Act in both the U.S. House and Senate.

… Secure approval of GCCA’s petition to the Food Safety and Inspection Service (FSIS) reforming the “50-Mile Rule."

... Achieve improvements in FSIS policies and procedures to support meat and poultry exports.

… Convene essential policy-focused forums in Washington, D.C., Ottawa, and Brussels, including engagement with key agencies and officials.

… Successfully fight against the advancement of the PRO Act and other concerning labor legislation.

… Support the introduction of the Food Traceability Enhancement Act, which would delay the implementation of the Food Safety Modernization Act (FSMA) 204 rule and require pilots prior to a new compliance date.
