Brazil-EU Trade Update: New Antimicrobial Restrictions on Animal Protein Exports and MAPA’s Response
Brazil has implemented the measures required to comply with the applicable requirements and submitted the relevant documentation and information to European authorities concerning products intended for export, with particular attention to the poultry, seafood, beef, egg, and honey supply chains. The products affected by the new restrictions are also among those covered by quotas and tariff reductions under the MERCOSUR-European Union Agreement.
Brazil’s Ministry of Agriculture and Livestock (MAPA) reported the temporary deactivation, within the SIGSIF system, of the International Health Certificate (CSI) templates applicable to exports of animal-origin products to the European Union that are subject to the restrictions. This measure is intended to prevent certificates from being issued incorrectly and to ensure compliance with the requirements established by European authorities.
If a CSI that was duly issued on or before September 2, 2026 needs to be replaced, the request must be formally submitted through the SEI system for a case-by-case assessment, including, where applicable, an evaluation of whether consultation with the relevant sanitary authority is required.
From the perspective of GCCA Brazil members, the restrictions have not generated significant concern regarding their own operations at this stage. The impact is expected to be felt more directly by the production sector, as a significant share of the affected products has historically been exported directly from processing and production facilities, rather than through third-party cold storage and logistics operators. European Union Audit in Brazil
The audit conducted by European Union sanitary authorities in Brazil concluded on September 4. The mission, carried out from August 24 to September 4, focused primarily on the poultry and honey production chains and included visits to production facilities and Brazilian government authorities.
During the mission, Brazilian technical teams presented the procedures and controls currently implemented in the country, allowing EU authorities to assess, on site, the structure and operation of Brazil’s official agricultural and livestock health inspection and control system.
