One of the key steps in the farm bill process is determining the overall funding that will be available for the legislation.  On April 6th, Chairwomen Debbie Stabenow (D-MI) and Ranking Member John Boozman (R-AR) of the Senate Agriculture committee wrote in an open letter that more funding will be needed in the next farm bill.  Their reasoning comes from the extraordinary challenges US farmers have faced in the years since the 2018 Farm Bill, and a way to effectively transition away from the bailouts that have cost the US more than $90 billion since 2018.  In the open letter, the Senate leaders explain how rising costs due to inflation, supply chain challenges from COVID, and unstable international markets from the Ukraine war has highlighted the need to reinforce food supply chain.  In addition to strengthening supply chains, the letter also listed the importance of investing in critical infrastructure (high speed internet, water, electricity) in rural communities and continued support for development of foreign market development to help fight food insecurity. The Senate letter is similar to the House Agriculture Committee’s open letter calling for “additional resources” in the 2024 Farm Bill.  The recognition in the letters regarding foreign market development and trade is encouraging as GCCA continues to pursue its farm bill initiative to build cold chain capacity in emerging markets.
